PROFILE OF NGAOs - LEGAL FRAMEWORK
i. Constitution of Kenya Article 6 (3) stipulates that a National State Organ shall ensure reasonable access to its services, in all parts of the Republic so far as it is appropriate to do so having regard to the nature of the service
ii. National Government Coordination Act, CAP 127 of 2013 establishes an administrative and institutional framework for the coordination of National Government in the counties
iii. Executive Order No. 2 of 2023 on Organization of Government of the Republic of Kenya established the Ministry of Interior and National Administration- NGAO is one of the structures in the State Department for IS & NA
Functions of National Government Administrative Officers(NGAO)
• Initiation, formulate, disseminate and implement national government policies, plans and programmes;
• Provide strategic leadership and policy direction;
• Promote statehood and nationhood;
• Co-ordinate service delivery;
• Co-ordinate national security;
• Foster national cohesion and integration;
• Facilitate citizenry participation in policy formulation;
• Co-ordinate national and state functions;
• Mobilize and identify persons for national and civil registration in liaison with other stakeholders;
• Register births and deaths occurring at home;
• Facilitate deceased persons’ property succession processes;
• Mobilise Citizen to Champion environnemental conservation and protection ;
• Provide agency services to other National Government departments and other institutions;
• Co-ordinate peace building and conflict management programmes in liaison with other stakeholders;
• Mobilize government agencies for national events and programmes;
• Manage and maintain national and international boundaries, security roads and airstrips and, vital installations;
• Liaise, support and collaborate with the County Government;
• Articulate and implement policies on alcohol, drugs and substance abuse;
• Co-ordinate disaster management and emergency response in liaison with other stakeholders;
• Ensure security of Government property, assets, facilities and inventory; and
• Any other functions as shall be directed by H.E the President from time to time
